Rulebooks and Alerts for Ad Groups and Targets

For Rulebooks and Alerts, you can now use Targets or Ad Groups as your data source. For instance, you can now set a Rulebook to say:
For: Any Targets -- filtered by Country (United States)
If: Total ACoS is above 80% over a period of 5 days
Then: Decrease bids for matching Targets by 10%
